Description:

The Purchasing Procurement Officer will primarily be responsible for planning, executing and coordinating technically complex procurement assignments for multiple projects.
|

To be successful in this role you will have a Bachelor’s degree with a concentration in accounting of finance in addition to a Purchasing Management Association of Canada (PMAC) Supply Chain Management Professional designation or other equivalent education credentials in combination with eight to ten (8-10) years of relevant project procurement experience.
The ideal individual will possess the following essential skills:
- Purchasing experience: purchasing equipment, products, technical and management consultant services and services for multi-million dollar construction projects;
- Negotiation skills: strong contract formation and negotiation techniques;
- Proficient with accounting/financial concepts, including accounts payable, finance and inventory, processes and procedures and regulatory knowledge;
- Exceptional writing and verbal communication ability;
- Strong planning and organizational skills: must be able to prioritize to meet deadlines;
- Analytical and mathematical skills, technical understanding and conceptual thinking. Attention to detail - checking accuracy of one's work;
- Computer skills: experience in using appropriate computer skills and knowledge ranging from data entry to systems analysis, to achieve work goals. Experience with Word, Excel, PowerPoint and computerized purchasing systems.

Responsibilities/
Requirements:
|
- Assess the intent of the details in specifications and project schedules and participate in decisions concerning technical and schedule requirements for major projects.
- Review the adequacy of competitive sources, develop alternatives where necessary, prepare proposal documents, review bidders' lists, evaluate proposals, negotiate contracts, ensure jurisdictional requirements are met, and review claims, progress payments and escalation claims.
- Assist in the preparation of procurement strategies and provide input to requisitioning and purchasing documents.
- Review requisitions and purchasing documents to ensure compliance with policies and procedures and to determine the most appropriate method of procurement.
- Act as an information resource to requisitioners and vendors, assist vendors to ensure quality assurance requirements are met and assess vendor performance.
- Establish and maintain effective relationships with requisitioners and local, national and international vendor communities as appropriate to ensure effective procurement planning.
- Process and administer contracts involving special commercial contract conditions and complex evaluations, claims and adjustments.
- Assist with additional financial project reports; other duties as required.
