One
of our flex Benefits is the ability to purchase an additional
week of vacation. The company policy is that I have to use earned/accrued
vacation before I can use purchased vacation. If I am unable to
use the paid vacation it becomes lost. Is it legal in this policy
to not allow me to sell back the purchased vacation instead of
loosing it?

Many
flex benefits programs can be set up this way. Employees normally
do not purchase additional vacation unless they know they will
be able to utilize all of the vacation in question.
